Statement on the Los Santos Seismic Event of Regional Interest and the State’s Recovery Posture

FORT ZANCUDO, San Andreas: 26 September 2026
The State of San Andreas acknowledges that a seismic event of regional interest occurred beneath the City of Los Santos on Friday evening. The Governor is safe, well rested and continuing to lead the State from a secure location, and wishes to thank the people of Los Santos for their patience, which the State will continue to rely upon.
1. Casualty figures
The State does not recognise casualty figures circulated by unlicensed media, social networking platforms or private individuals with telephones. The State’s verified count currently stands at fourteen (14) confirmed seismic fatalities. All other reported deaths are being reclassified by the Office of the State Coroner as pre-existing, lifestyle-related, or firearm-related, the last of which are a local policing matter and fall outside the State’s responsibility.
2. Suspension of state assistance
With immediate effect, all state disaster assistance, emergency grants, temporary housing support and recovery funding are suspended pending the completion of the Comprehensive Seismic Eligibility Review (CSER). The review is expected to conclude no earlier than the second quarter of the next fiscal year. The State has not requested federal assistance, as doing so would imply that San Andreas is unable to manage its own affairs, and would be seen as a victory for Liberty City.
3. How to apply once the review is complete
- Claimants must demonstrate that their residence was structurally compliant at the moment of the seismic event. The burden of proof rests with the claimant.
- Claims will only be accepted in person, on Form SA-1109 (Seismic Hardship Declaration, three copies, blue ink), at the Department of Public Records, Pillbox Hill, Los Santos.
- Pillbox Hill is inside the Los Santos Evacuation Zone. Entering the zone without authorisation carries a fine of $25,000. The State reminds residents that a fine is a debt owed to the State and will be deducted from any future award.
- Residents who remained in Los Santos after the evacuation order are ineligible, as they chose to be affected.
4. Paleto Bay and private accommodation
The State did not authorise the relocation of the Los Santos population to Paleto Bay and accepts no responsibility for it. Evacuees staying in private motels do so at their own discretion and expense. Payments made by a county law enforcement official to house evacuees have been referred to the San Andreas Ethics Commission as unauthorised expenditure that creates an unfair expectation of public generosity. Motel operators are advised that accommodation arranged outside approved channels will not be reimbursed, and that they should verify each guest’s ability to pay.
To support evacuee population management, a curfew is in effect in Paleto Bay from 22:00 to 06:00. Gatherings of more than six evacuees require a permit.
5. Property in the Evacuation Zone
Under Section 4(c) of the Emergency Land Stewardship Act, any property left unattended for more than seventy-two (72) hours during a declared emergency is presumed abandoned. Such property may be transferred to the State’s recovery partners for stewardship, redevelopment and value realisation. The State is pleased to announce these partners:
- Maze Bank, which will offer Resilience Recovery Loans at a compassionately priced 24.9% APR to homeowners who can provide proof of income from a workplace that still exists.
- Merryweather Security Consulting, contracted to secure State assets, critical infrastructure and recovery partner property inside the Evacuation Zone. Merryweather personnel are authorised to use proportionate force. The definition of proportionate is under review.
- Dynasty 8 Real Estate, which will lead the Vinewood Renewal Initiative: a once-in-a-generation opportunity to reimagine Los Santos as a premium, lower-density lifestyle destination.
6. Security and public order
There is no martial law in Los Santos. There is Enhanced Civic Supervision, which differs from martial law in name. No aircraft was lost over Mission Row. The State does not comment on aircraft that were not lost.
7. Media conduct and so-called heroism
The State notes with concern the emotional reporting of certain broadcasters, and reminds them of their duties under the Public Calm Act. Coverage celebrating unlicensed rescue activity encourages residents to enter dangerous environments. A senior fire official returning to active duty after sustaining gunshot wounds is a serious workplace safety violation and is under review by the Department of Industrial Relations. The State fully supports the Los Santos Police Department in holding its officers to the highest standards of restraint.
8. A message from the Governor
Earthquakes are a natural and much-loved part of life in San Andreas. Those who choose to live on a fault line accept the fault that comes with it. The San Andreas Fault is named after the State, not the other way around, and the State will not be held responsible for it. The Governor encourages every resident to see this moment as an opportunity to downsize, reflect and rebuild their personal resilience.
