The Coral Island partnership
On Thursday 1 October 2026 Governor Diane Carrow and President Lucy Alvarez announced that the Government of Coral Island will help rebuild Los Santos, after four days of talks.
What Coral Island is providing
- Engineering crews and heavy machinery, starting with the freeway and the port, "because nothing else can move until those are open".
- Cargo ships between Puerto Coral and the Port of Los Santos once the docks are cleared, carrying stone, steel and fuel.
- Use of Puerto Coral's deep-water harbour for San Andreas supply ships, a second route for materials while the roads into the city stay closed.
What the State has agreed
The State recognises the waters of Coral Island, including the island of Antigua to the west. San Andreas aircraft and boats still need clearance to enter Coral territory, as with any crossing.
How long it will take
President Alvarez said rebuilding Los Santos properly will take at least six months, "and more honestly, closer to a year". Governor Carrow said: "I would rather tell you it will take a year and finish early than promise you a month and let you down."
The full terms
The full terms of the agreement, including any costs, will be published in the Gazette once both governments have signed. The announcement is Gazette notice SAG 2026/008.
Travel to Coral Island
The agreement does not change travel policy. Do not travel to Coral Island without a valid permit and visa. See Travel to Coral Island.
Follow the rebuild
Progress on each part of the work is published on Rebuilding Los Santos. Coverage of the joint press conference is on Weazel News, and the Government of Coral Island publishes its own statements on its website.
