Overall: Good

Full pass. The Director verified that every action raised at the October inspection has been completed. The building damage has been made safe and logged, the locker room has been deep cleaned and is now kept to a written rota, and the custody, armoury, evidence, vehicle and training records are complete and up to date. The station meets the standard the State expects of a front-line station, and the deputies are commended for turning it round so quickly while Paleto Bay carries the weight of the earthquake response.

Findings

  1. 1. Building fabric and walls Good

    • Holding cell corridor, east wall: diagonal crack approx. 1.4 m long running from the window frame towards the floor. Consistent with earthquake movement. Not reported to Emergency Services, not marked, and not monitored. Requires a structural check; the two cells nearest the crack should not be used until it is cleared.
    • Front office by the public counter: impact damage to the plasterboard (two holes, approx. 20 cm and 35 cm) at waist height, with exposed edges in an area open to the public.
    • Break room: water staining and blown plaster below the window, indicating an ongoing leak.
    • No building defects log is kept at the station, so it was not possible to establish when any of this damage happened.
    • Outcome: rectified and verified by the Director. This area now meets the required standard.
  2. 2. Locker room and welfare Good

    • Floors dirty and the drain in the shower area partly blocked; standing water at the time of inspection.
    • Black mould on the shower grouting and the ceiling above the second cubicle.
    • Soiled uniforms left on benches and the floor, including items with what appeared to be blood contamination. These must be bagged and laundered separately, not stored with clean clothing.
    • Body armour and duty belts left unsecured on benches rather than in lockers.
    • Bins overflowing; no cleaning rota displayed and no record of when the room was last cleaned.
    • Three lockers unlabelled and one with a broken door.
    • Outcome: rectified and verified by the Director. This area now meets the required standard.
  3. 3. Records and logs Good

    • Custody log: cell checks not recorded at the required intervals on several recent detentions; two entries with no release time.
    • Armoury and equipment sign-out: firearms, Tasers and radios issued without a matching sign-out and return on several shifts. The armoury count could not be reconciled against the log on the day.
    • Evidence and property: two property bags in the evidence room without a completed chain-of-custody record.
    • Daily vehicle checks: no entries on 9 of the last 21 days. Where entries exist, several are initials only, with no time or signature.
    • Training log: last recorded training 26 days ago. Deputies said training had taken place since, but it was not written down.
    • Keys and visitors: no signing-in record for the station, the cell block or the vehicle keys.
    • Outcome: rectified and verified by the Director. This area now meets the required standard.
  4. 4. Vehicles and equipment Good

    • Patrol units on site were fuelled, working and ready to respond.
    • One patrol unit missing its traffic cones and with an unlabelled equipment bag in the boot.
    • First aid kits: two items past their expiry date (trauma dressings) and one tourniquet missing.
    • Outcome: rectified and verified by the Director. This area now meets the required standard.
  5. 5. Readiness and deputies Good

    • Deputies on duty were professional, open about the problems and clearly stretched by the earthquake workload. This is recognised.
    • An unannounced call-out drill was completed within the standard time.
    • Outcome: rectified and verified by the Director. This area now meets the required standard.

If it is not written down, the State has to assume it did not happen. Good records also protect the deputies, especially in custody and evidence matters.
